ci: move to ci-template for the generation of the u-root container

Martin Roukala requested to merge ci_templates into master

We keep the Dockerfile for backwards compatibility.

This commit tooks multiple weekends to implement, and was started because of the CI breakages related to the merging of the AARCH64 architecture.

Hopefully, we now have a solid base to add support for more architectures!
